Let’s be honest: sourcing aggregate from the West Coast and shipping it by barge costs more than quarrying at Deux Branches. The government is right about that. But the question is not “can we afford to do it right?” — it’s “can we afford not to?”
Dominica’s debt-to-GDP ratio already exceeds 70%. The fiscal space is limited. That’s why Dominica Gateway proposes multiple funding mechanisms that don’t add to the national debt — and instead build community ownership of the outcome.
We need your expertise and technical assistance. These investment vehicles would need to be established by the Government of Dominica. Our campaign aims to build the case and provide the technical groundwork to make them viable. If you have experience with green bond structuring, diaspora finance mechanisms, community investment vehicles, or working with Caribbean governments on innovative financing — we need your help to move from concept to a credible proposal.

Green Bonds
Green bonds fund projects with environmental benefits. Research shows they often price at a “greenium” — 8 basis points lower than conventional bonds. The IDB Invest Small & Island Roadmap offers $5B in resilient infrastructure funding.
Community Investment Vehicle
A CIV allows collective community investment in neighbourhood assets. Structured as a Perpetual Purpose Trust, it creates “fractional ownership” of the responsible solution. Dominicans vote with their dollars.
